    You can apply but it will not be processed and may even be refused quickly without valid passport. Sending a document via webform can take up to 30 days to be added and in that time an officer may review the file without the new passport and refuse it. So take that into account.

    You cannot apply for baby's PR until one of you are living in Canada. So you can apply for TRV but if refused then come to Canada, apply for PR and wait. If approved, then have health insurance because baby will not have access to healthcare services until PR. Pay out of pocket.

    They will need to state the US refusal with reason (IRCC can find it out) and then show absolute ties to return. Seems like they have been in Canada for some time so cannot apply for new TRV until they leave Canada. Then they will show strong ties to return to home country (job, business etc.).

    You cannot extend a visitor visa. They are applying for a visitor record. Yes a US visa rejection can cause issues when they apply for a new TRV outside of Canada.
