    That is precisely the type of job for which it may apply, and yes, they would establish an exemption for that. If it's something to Canada's benefit, why not? Think, for example, military. While I believe PRs can join military, not surprisingly some jobs within require citizenship.

    It's an in-person ceremony? Have her bring it all. I'm pretty sure foreign passport plus PR card will be fine. If not: note the 'second ID' does not specify it has to be a photo ID, so the Alberta health card will likely be accepted.
