    You should be able to travel back to Canada. If asked I would indicate that you applied for PGWP after you graduated and went back home for a visit. Like anyone entering Canada you will always be assessed by CBSA for things like your ability to support yourself financially in Canada.

    That is primarily for younger people who are of working age where there are concerns that they aren’t genuine visitors given the length of time they have spent “visiting” Canada.

    Your ties or funds don’t typically change quickly. It is not a good idea to apply repeatedly. If denied order GCMS notes and address any concerns. There are many rejection reasons that you can’t magically overcome especially quickly.

    PPRA is much harder to obtain. If you qualify for a PPRA you likely aren’t going to return to your home country and come from a country with a weak passport so an RTD may make travel easier to many places.

    There also appears to be more enforcement of ROs than there has been especially since Covid. Don’t have hard data to back this up but anecdotally there does seem to have been a shift from minimal enforcement to some enforcement.
