It does because my MP contacted them requesting to change destination city and move file out of quebec, and IRCC did. I can see all the communication on my GCMS notes. This was last year btw- ohaurela

Study permit for University (Refugee Claimant Dependant)
if possible wait till claim is accepted, tuition will be way lower (domestic rate) and also dont have to worry about claim being refused and leaving school hence wasting all the that money as well as time and effort- ohaurela
