Yes, I applied as soon as I got the letter from IRCC. Singapore official turnaround time is 7-14 days but they may take longer than that. For what country do you require PCC? If you really cannot get PCC, you just need to explain it with a proof that you tried. I believe in some cases IRCC gives you exemption.- arkhan433
