After taken photograph, I would usually take measurement with a ruler and compare with CIC specification. If something not right, I will go back to the photographer to get it right before submit the photographs to CIC. Not only PR photos, but also photos for visitor visa.

My photos were rejected and I had to send the application and new photos again and it added 6 weeks onto the application so going by that I would say the time probably starts again when they receive the new application.

Adding to Leon, another thing is that your PR application might get stuck due to your photos being rejected. In That case they might ask you to submit the new photos in person which can be a hassle if you are not in Canada.
