Non accompanying spouse

Hello everyone,
Applied for the PR through express entry last year, but the PR was rejected for NOC reasons. Had applied for it along with my spouse.
Now since the CRS score is too high, applying together with my spouse is not yielding sufficient points. So, decided to apply for it alone and him as non-accompanying (and then sponsor him later) since it's increasing the CRS score. Got the invite in the last draw.
My question is, he is on a dependent visa here in the USA, if we specify the reason for him as non-accompanying as follows would it affect the PR application.
"He mother is alone in our home country (his dad passed away recently), so he wants to be with her for now and take care of her."
For this should he move to our native country so that we can provide a proof to IRCC stating that the reason mentioned above is a valid one, or can he continue to stay here in USA on a dependent visa.
Any suggestion/help would be highly appreciated.

You can just write the real reason of not getting sufficient points. It’s a valid reason according to IRCC. No need to lie

If it's mentioned for points then would it be a problem, and would additional questions not be raised?

Got the ITA for the last round (January 8th 2020, for which the cut-off was 473), after entering all the details, now my score has been dropped to 467 [since my birthday was on January 14th], when I tried to preview the score.
Should I continue with my application, or should I decline it and get back to the pool?

Your score gets locked at ITA. Birthday post ITA doesn't matter

Ok, thanks. In the preview of the application saw that the score had dropped and hence was a little concerned about it
