CPC-Mississauga "Pending review by an officer"?

Hello everyone,

I sent the application to sponsor my husband in late December, and received the following communication from immigration so far:

- email on February 19 requesting my husband link his application to an online account
- email on February 20 (addressed to me but emailed to my husband): "this confirms that your application for permanent residence in Canada has been received by Citizenship and Immigration Canada on 2017/12/27"
- another email to me (my name and email address) from CPC-Mississauga yesterday, this time including an attached letter that said: "This refers to the application to Sponsor a Member of the Family Class you submitted to the office on behalf of [husband's name] and family (if applicable). This is to acknowledge receipt of your sponsorship application and to advise that your file is presently pending review by an officer. You will be contacted in the future if further information is required or as soon as the decision on your application is finalized."

I've been searching the boards and can't find many who have received this second AOR1 (?), but have seen that a few have had problems in their application for some reason, leading to some sort of secondary review. Is that what this is? I am nervous because this is my second application for my husband after a refusal last year by the visa office, but I wasn't expecting any issues at this stage because nothing has changed in my circumstances to make me ineligible to sponsor him and we thoroughly checked the application to make sure it was complete. We applied under the old application so I'm not sure if anything has changed in how Mississauga does the AORs now, but last time we only had one email (letter) confirming receipt and one confirming sponsor approval and application transfer to VO. It only took a month last time (December 2016) from submission to SA.

But when I read this letter closely, the information seems redundant and part of the normal process. Of course my sponsorship application will be reviewed by an officer, who will then make a decision. Could this just be letting us know that there is a queue (which is why it's taking so long to SA)? Also, I wondered if the first AOR1 on February 20th was actually meant for my husband but had my name by accident, because he is the one applying for permanent residence, not me (which explains why they emailed it to him). Is it possible then that we received two AOR1s, one for me ("we've received your application to sponsor") and one for him ("we've received your application for permanent residence")?

I will be heartbroken if there is an issue with the application!

Looks like its telling you theyre reviewing if youre eligible to be a sponsor as it states sponsorship application and the first one says application for permanent residency

Thanks. It does read that way so I hope that's the case! But I'm just wondering why everyone doesn't get these two AOR1s.

why was it refused last time?
I'd prefer not to share details here and it's not relevant to my question. Like I said, it has nothing to do with my eligibility as a sponsor, which is what's reviewed at this stage at CPC-Mississauga.

nothing to do with my eligibility as a sponsor, which is what's reviewed at this stage at CPC-Mississauga.
Nothing to do? Well you think so but they suspect all cases to the fullest they can. Even if we think we are honest and had a genuine marriage they check it very deeply. Sounds like they have a solid reason for 2nd review but they can't put you guys ON HOLD 4 ever, and wait 4 a reply from them soon. Good Luck

A previous refusal is always relevant and could certainly influence every stage of the application, even sponsor eligibility.

All applications are having potential refusal decision including yours.

But for your question, yes, at any stage, SA, MR, DM etc., there is a queue so your application is left in the queue with pending/waiting is perfectly normal. Don't worry about the details of whom the email is sent to, and how many emails sent out, or the standard wordings in the email. Unless you get specific information regarding your application, try to not be overthinking. Good luck to you!
