VFS Chandigarh processing time 23 days???

Today i went to VFS Chandigarh to submit my passport. On the notice board, processing time mentioned is 23 days. i have been reading a lot of threads, most of them are waiting for more than 34-40 days. Either the processing time has been decreased to 23 days or they are lying...

My parents got their Visitor visa withinn 7 working days. I got my passport under express entry(PR) in 7 working days. My friend got his in 18 working days.
Please do note that it is working days and also depends where passport is dispatched. Our residence is in Chandigarh.

Applied on 6th July, got tracking ID 9th July and still waiting
