I don't mean to sound negative but your chances are extremely slim at the moment? Have you got the maximum language scores possible? Have you got any qualifications you have evaluated? Are you bilingual and a person who can possibly take the French test? Have you listed all relevant work experience? Do you have a spouse who can assist you to maximize points for any of the above?

If you can somehow get to 400 you may be able to get a PNP.

I know this may not be what you want to hear but its based on the recent Express Entry draw trend.

The lowest score ever was 450 in the 18th draw. Check this link for the scores on each draws - http://www.cic.gc.ca/english/express-entry/past-rounds.asp

So the chances for the score to come down any time soon is close to zero. I would suggest you to check for chances to increase your profile score by

1. Increasing IELTS Score
2. Secondary language exam
3. If married, have your spouse to write IELTS and perform ECA for your spouse's degree
4. Obtain job offer with LMIA through consultants or job boards etc

and the most important one is

5. Provincial Nomination

Now, this provincial nomination is completely decided by the province and each province have their own way of selecting the nominees. To become eligible to apply to Ontario your profile score needs to be 400 and above. For British Columbia, you need to have a permanent job offer. Alberta never started their EE provincial nomination this year. Sask has already stopped intake for this year.

So you can focus on the remaining provinces like PEI, NB, Manitoba and NS. If I were you, I would start looking at the requirements for those provinces and start applying to them to get a nomination.

Hope this helps.
