Hi everyone,

I’m included as a dependent in a non-Express Entry PNP application. Our GCMS notes show “Eligibility: Passed”, while security screening is still ongoing. The principal applicant has also received a Bridging Open Work Permit.

I’m trying to understand whether “Eligibility Passed” represents the same stage as Approval in Principle (AIP) for this program, even though IRCC states that non-Express Entry PNP applicants are not issued an AIP letter.

I’m asking because several universities and colleges require an AIP letter to qualify for domestic tuition fees. Has anyone in this situation had their GCMS notes or another IRCC document accepted instead?

If so, which institution accepted it, and what documents did you provide?

Thanks for sharing your experience!

Security screening and other final checks may still be outstanding. For non-Express Entry PNP applications, IRCC may not issue a formal AIP letter in the same way it does for certain other immigration programs. I’d recommend getting written confirmation from the school’s registrar or international student office before relying on GCMS notes alone.
