Can I apply for express entry haven work in my country for 10years from 2011 to 2021, and CELPIP overall 8
 
A couple of things decide this.

Work experience: for the Federal Skilled Worker program you need at least one year of continuous paid work (full-time, or the equivalent part-time) in a TEER 0, 1, 2 or 3 job within the last 10 years. So the 2016 to 2021 part of your experience counts, but the earlier years won't.

CELPIP: IRCC doesn't look at an overall score. Each of the four skills has to be at least CLB 7 for FSW, and CELPIP levels match CLB levels one to one, so check your Listening, Reading, Writing and Speaking separately. If any one is below 7, that's the thing to fix first.

If all four are 7 or higher, you'd also need 67 points on the FSW grid and proof of funds (unless you have a valid job offer). After that it comes down to your CRS score against recent draws. Foreign work experience plus CLB 7 adds skill transferability points, and getting CLB 9 in all four skills roughly doubles those.
