I applied for Express Entry while on a post-graduation work permit. I didn't have a job offer, but my Canadian work experience and education credentials were enough to meet the eligibility criteria. It took me about 6 months to receive an ITA.

If they're already in Canada on a valid work permit, they may still be able to make an asylum claim if they meet the legal requirements. A Labour Market Impact Assessment (LMIA) job offer isn't required just to apply for asylum, since refugee protection and work permit programs are separate.
