I'm making this post for people browsing the forum who might otherwise only encounter negative posts on this topic (which is usually why people come to the forum in the first place): my wife is applying outland and had two prior TRV refusals from before we were married despite what we were assured were very strong applications. Once we submitted the PR application and received AoR, we submitted a very similar application for a TRV as before, and it was accepted no problem this time, for multiple entry within a 2-year period. So the "spousal TRV" advantage is really true. Thank God, because we are applying through Quebec and otherwise we would have had a very long wait ahead of us (probably 4-5 years for PR, given the intake calendar the Quebec government have set!). We were anxious that the prior refusals would make it all but impossible to get a TRV, and saw posts with a similar message, as well as some contrasting data that pointed in a good direction, about a high percentage of TRV requests in this category being successful recently. That optimistic data came true in our case. That's all, good luck to everyone.
