Hi,

My spouse has a visitor visa. I have applied a spousal PR and received AOR. With AOR, I applied an open work permit from outside Canada for my spouse. While the open work permit is in progress, can my spouse visit and stay in Canada and continue work permit application from within Canada ?
If my spouse can not continue application from within Canada, then can my spouse go back and continue work permit application/documentation from outside Canada ?

Your spouse needs to be physically in Canada to qualify to apply for an OWP.

I assume you are a Canadian citizen who has sponsored their spouse for PR.

You need to withdraw the OWP if outside of Canada.
 
Yes, you may be able to visit Canada while your work permit application is being processed if you qualify for entry as a visitor and obtain a valid visitor visa or eTA (if required). However, you cannot start working until your work permit is approved and you meet all entry requirements.
