Background Check - Not applicable. FSW-French

Medical and Biometric hasnt passed, eligibility is under review and the portal says background "Not applicable".

What does it mean? At what stage this application is?

Got AOR on April 21st applied under EE skill trade, no updates yet but last week the Background check changed to not applicable. Not sure the meaning of that update, and even should I consider that as an update or not? I don't know
