My parents became PR in March-2026.
Trying to register them for Canada Dental Plan, I realized it is only possible with a tax return (NOA). Similar requirement for a couple other applications too.

From researching on CRA website I understand there is a provision of Voluntary Tax filing for non-residents.
Has anyone has any experience with this?
