As far as I understand, IRCC does not return seized documents until you become a Canadian citizen. Once your citizenship application is approved and you officially obtain citizenship, they will contact you to arrange the pickup of your passport.

In the paper they gave when seized your documents, appears a link where you can find more info (in my paper the officer highlighed it). Check that paper, should have the info you need.

Per what I found online they supposed to return them after becoming PR. Some people report that they got it automatically after becoming PR. Looks like everyone's case is different.
