They can refuse as many application for H&C as they want but that review should be done within reasonable period of time like a year and half maximum. IRCC needs to bring clarity on the eligibility requirement at the time of submission of application and strengthen the regulations and laws that support those requirements. Just blindly extending the processing time for review to a decades or even more brings bad repute to Canada commitment to fairness. Normal economic applications are still being processed within months.

It is already 30 months since I have applied. Processing time shows 39 months left it was 38 last month. The reason why I applied for H&C will be disappear during this time. Really weird situation.

There are already long backlogs of AIPs waiting for PR so yes it could take a few more years if current system goes on unchanged.
The current system is not functional and it appears as though IRCC is trying to make people want to leave because of long processing or try to deport them while waiting. We’ll see what happens after bill c-12 or amended bill. Many will no longer have strong H&C case as time goes on while someone may have a stronger case. Many will also be out of status and potentially working illegally which also could be a factor. What a mess.
That's true. Its a total mess and IRCC is not the only one to blame for this mess. Its also applicants, who once refused 1st application applied for 2nd, 3rd and so on. Than failed refugees, parents , out of status illegal immigrants and the list goes on. The program have been totally misused. More controls are required at the application submission stage like stopping repeat applicants, failed refugees and other similar type of cases to apply for this program.
