Ecopr to PR card timeline 2025

for my mother's PGP application, she got eCOPR on Aug 6 but still has not received the PR card, the status on PR portal shows address accepted by IRCC but for the photo it still shows in review with IRCC. i read on forums and talked to other ppl and it seems for the photo it usually stays in review with IRCC status but PR card does get mailed out, the delay could be due to canada post strike etc. i raised a webform as well but got standard reply that they are working on it
 
eCOPR - 28th Aug
waiting for PR.
Address status chnaged from in review to accepted on 27th Oct
Photo is still in reviw.
 
ECOPR - Sep 10th
Address Approved Today Oct 30th, got a Ghost update on the linked IRCC account.
 
Kindly update if anyone received first PR Card for the applicants of 16th March 2023 or later after receiving their eCopr.
