Just updating my timeline. Today I got an open work permit for 3 years:

Applied on January 1, 2024 - Inside Canada, Gaining Experience ( 6 Months work experience at that time). Family of 4. One is non accompanying.
April 19,2024- AOR and Biometric Letter
June 26,2024- Proof of Work Updated via WebForm with NOA and T4
July 31,2024- Medical Letter Request, police clearance for my husband.
September 10, 2024 Medical Passed
September 10,2024- We are reviewing the additional docs that you provided (I provided Police Clearance of my husband)
September 12, 2025- Pre Arrival Letter
September 15, 2025 - Eligibility PASSED
September 17, 2025- Open Work Permit (valid for 3 years)

Looks like my case is different from others. Even though I have over 1 year work experience as a child care provider in Canada (I have T4 and NOA for 2023 and 2024), I still need to work for over 6 months from today (Sept 17, 2025) to be able to submit the work experience in stage 2. My first visa was open work permit being the spouse of a person with Student Visa.

How we can find out at what stage my file is under process?
You can order gcms notes from ircc. Make sure you are ordering from the official site and not an agency. I did order a gcms notes and it will just tell you the notes from the officer like, the employment offer is genuine and I don't have concern about the job.
- The PA met the language and educational requirements.
- The PA is paid by the employer and I am convinced that the employer has an ability to pay the PA.
those are the comments that I saw when I ordered my gcms notes.

But generally Stage 1 is just the initial PR application, Stage 2 is when you submit the proof of work experience over 6 months.
