They’re ghost because only the update date changes, nothing else.
GU1 = approval
GU2 = mailed

you mis understand. I already got my ecopr . photo and address review last step and needed for pr card printing and approval process not for a ecopr. for ecopr just needed inside Canada declaration. https://ibb.co/Q35KwY3z
You should have received your PR card by now. This is not normal at all, and your picture most probably will be rejected since you used your mobile phone. Feeling sorry, dear.
