i think so completed means positive and about oath i am waiting from august 13 lpp done but most of people getting it within week
I did a week ago. I had requested them to schedule my ceremony on Oct 7 with my spouse and son (they are on a different application) but all I received was a generic email that stated "rest assured we're processing your application... You can check your tracker for updates"
