I want to understand why my mother's super visa got rejected. The purpose of her stay was the ongoing health issues of my spouse and me, and the support we need from her. I have a brother in our home country, and traditionally, my mom prefers to stay with her son. I mentioned that my brother was there and provided documents showing that my mom owns a house, multiple lands, fixed certificates of her savings, and the fact that she is the recipient of my father's pension. I myself am a provincial public employee, with 15k in joint savings and a household income of 140k. Yet it has been written in the decision note that "The purpose of your visit to Canada is not consistent with a temporary stay, given the details you have provided in your application". Can anybody give any insight?

The fact that she is coming to provide a caregiving role that may not be an emergency is likely the issue. That could be considered both work and a reason she would not return home. Apply for GCMS notes to hopefully get a more detailed explanation of why she was denied.

She is coming to be a caregiver for you and your spouse and that is considered work. What was said in application about your health issues and the type of support you need? Your brother is not a tie to return. Show that the land is income property with tenants and leases. Show that pension can only be collected if she is in her home country.
