I think that is a good sign. At least you’re not seeing a message that your account cannot be registered…

I've tried several times. The line keeps hanging up saying there's too many calls in the queue. It's been 4 months since submission and everyone seems to be getting AOR after 2 months of submission

Whats the issue here? Not Got the AOR or Unable to create tracker?

In Both cases contact IRCC via webform. I have bad experience with IRCC agents.

That is actually a better idea. The only drawback is that they take a lot longer to respond to the enquiry. But in your case, the wait should worth it.

If you don't have an AOR how did you get a case number https://tracker-suivi.apps.cic.gc.ca requires a UCI and application. The tracker works 1-2 days after the AOR.
