Been reading the posts here recently. Looks like a few of us are stuck in the PM03 Grant Review Ready. I did a few more steps to try and understand what might be happening here. Usually, IRCC will not send applications to PM03 level, unless some additional checks are required. This is outside of CBSA and CBPS. This usually involves the CSIS, where the moment it hits CSIS, the apps are declared as non-routine.

This is what I found out after I had my MP reach out to the IRCC. They mentioned that my app was non-routine due to some security related components that needed to be cleared out.

CSIS is currently extremely backlogged, and unfortunately, IRCC will not make a decision unless CSIS comes back with a response to them (there is no obligation of a lead time).

So I would say, that if you're sure there's nothing flagging your app (that may be a security threat to Canada), patience will be your true friend. Sorry I couldn't be of more help. Stuck in the same boat.

I have requested my notes from CSIS, and will let you know how things go.
Hi there. My AOR is Jan 6 and both my background and criminality were completed/cleared in Feb along with my test. I am in PM03 review with no negative comments or notes. So I'm not sure if PM03 always means it's a CSIS issue. I do agree that for some reason it means that a more senior officer must review the application and that is what is taking so long.
I'm from the US and have been a PR since 2007. I applied with close to 1200 days of physical presence in the past 5 years.

did you ever receive gcms notes? was yours in security screening?
 
Hi same thing. Last update was on March 27 LPP completed and CBSA notes indicates it is in security with CSIS. The request made to CSIS for security was on Jan 27, 2025.

Did you apply for notes? What is your AOR?
My wife application got a ghost update today.

APP Sent: Dec 4, 2024

GU: Sept 9, 2025

We received ghost update today, and I am hoping it will be BG completed. However, we are in big dilemma to take decision as she has a flight tomorrow to go to home town India with baby and returning back in Feb 2026.

Assuming the GU turns out to be BG clear and likely receive the oath notification in upcoming weeks or may be months. How much is the positive chances that she will get the oath reschedule?

Could you guys help me out whether I should reschedule the flight or take chance and hoping that the oath (if I receive it in upcoming weeks or months) will get reschedule for this long time.

Thank you. I just have limited time as if I have to cancel or reschedule the flight I have to do it before 24 hours. Is any one here with OATH rescheduled by providing the ticket? Thanks.

Very fast AOR! And now we are looking at 1.5-2 months AOR post-submisison

did it mention ur file being assessed by csis in your notes or anything along those lines? Im waiting on grant review ready PM03 as well. But nothing mentioned on notes apart from a note to scheduling team that i will be moving btw canada and the other country im currently in so make sure i am in canada for oath. This was the last note (25 July 2025) and all other notes before this look very normal.

Any insights? Just waiting for lpp. Security was the first one to be completed after test, criminality got done after FP and BG was marked complete on 20th March.

Have you tried calling IRCC and asking about your situation? Where the Oath could be rescheduled for about 5 months.

I only got to know from my MP. My Security had not passed until end of July per my notes.
 
Today I called IRCC .. background verification is still in progress. The agent said they are still checking security in background.. how long it takes to clear the security and is this the last step for background check.. its been 9 months now without any update

I am in same boat.

This can delay things by years. It's very stressful.

Is ur language and physical presence complete?
