I thought the same but VFS India spoke to me and said they cannot accept passport of dependants because there is no details of any dependants on the letter that is only addressed to the principal applicant.. Just like biometric letter which is separate for principal and dependant, they are expecting separate letters.

I have raised a webform and IRCC say everything is in order without actually answering my question and they suggested, I should apply for technical webform....Seems like i am stuck between IRCC and VFS-India.
I will raise a webform, asking IRCC to email passport request form for principal, and asking to include dependant information
Hi, Did you ever resolve this with VFS? I also got a single letter with only the primary applicant's name and need to submit the passports for both parents.

In my opinion, you will need to resolve this with IRCC by calling them up. For medical requests and biometrics requests, there were individual letters issued in the name of both parents (primary and dependant) and similarly you will need one for each to submit for passport requests. VFS is not wrong. When we had a incorrect name issue in the letters, we had called IRCC and they resolved it within 2-3 days (by re-issuing correct letters). The issue was that primary applicant's last name was incorrect while the dependant's last name was correct - so 1 could go for the Biometrics and the other couldn't. We needed both to go together.

I have questions regarding application. I received letter but I have moved to USA but My tax residency from year 2024,2023 and 2022 in Canada and I am planning to move to usa from 2025. I have own house in Canada and if I get letter, would I be eligible to apply for my parents PR? My tax residency will be in Canada because I am owning house in Canada.

I think you need to be physically residing in the province and remain there throughout the application but I may be wrong but that's what I was able to gather so far as I was also planning to go to USA and was told this information back then

Sponsor needs to live in Canada. You cannot move to US and just file tax.

My primary address is in Canada. My mailing address is in USA.
"you live in Canada" - You will need to be living in Canada and paying taxes in Canada to meet the eligibility criteria for sponsorship. It is very easy for IRCC to request CBSA records to verify your entry and exit dates to check if "you live in Canada".

well, I emailed VFS global and we got a call back to submit dependant PP with the same letter. both principal and dependant PP have reached IRCC office now and I will wait for their response. It seems the VFS agent at the time meant to tell us that we need a separate appointment and payment for dependant but she totally communicated something else.
However, i raised a few webforms to explain the VFS confusion and IRCC said everything is in order, even a technical webform confirmed that nothing is missing.I requested IRCC to issue a letter addressed to my mom and they issued that today and this was the result of 3rd webform and I may not need to use it.

will wait for both packages to return from IRCC office and share my experience here...I know IRCC system can identify who is principal and dependent because both share the same application number.

Hi my PPR letter comes with Final Decison in the portal not thru email. Do you receive PPR letter in portal as well?
