This is very interesting that your DO is non priority and yet you see movement in your file in Feb 2025
That also surprised me, but maybe the second PAL in 2025 was due to an action initiated in 2024 before the prioritization changes took place. Like maybe they initiated the security check in 2024, the security agencies returned the 'passed' status in 2025, it led to the PAL2, but an officer still can't finalize the case and issue a PR because the case is not in the priority stream. Just a guess, though.

I’m making over $500K, inland, with a priority-designated organization. It has been 8 months, and I haven’t even received an AOR yet. I’m already considering moving to another country that’s actually entrepreneur-friendly.

Without PR, scaling a startup in Canada is almost impossible. Banking options are limited, they even put a limit on your corporate debit card. Yes, debit. I have a 900 personal credit score, but it means nothing. It has no impact on corporate access.

And I’m not even talking about the vultures circling around.

You are absolutely right, especially about the frustrations with the debit card limit. My business has been operating in Canada for over a year now. I have even hired two local Canadians to help with sales and operations. The company generates monthly revenue. I do pay taxes and do not receive any social benefits. At the very least, I should be able to receive my AOR first. Currently, my project has not received an AOR either.

Moreover, the SUV process itself is time-intensive. It takes approximately a year to form a team, assign roles, and secure the necessary letter of support. Given these realities, I believe a reevaluation of the quota is not only justified but essential for the program’s sustainability.
