Hi all,

My partner and I applied for him to get pr through me (citizen, born in Canada) and all is going well. We're at the stage where they requested passport photos, photocopy, return label/envelope and commercial invoice.

Our commercial invoice has been returned 3 times now with a form letter, av3, that doesn't tell us anything about how to fill it in. The first time, we went to a ups store to help us fill it out since the label was ups, and they had no idea how to fill one out (we're in the US). Second time, we filled only what the av3 said (exporter, consignee, and check that we pay for the fees). It was returned. Then we refilled it all in, along with tracking number and signed it, returned yet again.

Can anyone please tell us exactly what we need to fill and what we leave empty for them to accept it? We're at our wits' end. All we keep getting back are form letters with zero information about what we need to actually fix.

Hello I am going through the same situation please let me know if you figured it out!

Both of you should clarify with IRCC why they require a commercial invoice for a document shipment and if there's a specific format or value they expect.

We've tried replying to the email but literally all we get are form replies, no custom responses. But there's a line that says if you're in the united states you need to fill out a commercial invoice.

Update: for anyone who goes through this, we finally got it right and papers are on the way. Here's what we filled out.

-consignee and exporter info as instructed.
-ship date one week in the future (along with that on the ups label itself)
-reason: documents
-1 unit, 1lb, 1$ value and 'documents, no commercial value, immigration papers' as the description
-signed and dated
-waybill with our ups label tracking number
-consignee pays for import fees

We did not fill anything else. No harmonized tax code, etc.

Thank you so much! Did you guys use the AV3 form name and address information for both Return label and commercial invoice because the AV2 form confused me so much? Also did you have to fill in your own separate commercial invoice template or just what ups offered?

We used the address on av2 for the shipping label and address in av3 for the commercial invoice. Initially, ircc themselves attached a commercial invoice template for us to use so we used that. It doesn't necessarily need to be an official commercial invoice. They sent us the FedEx and ups ones believe and we just did ups since that'd who we shipped through.
