Any successful case to apply TRV outside Canada for Immediate family members after applying PR and getting the NOD?

It is concerning that whenever there is a glimmer of hope or positive news, there seems to be a consistent effort to downplay it or shift the focus toward negativity. This pattern is both discouraging and unproductive.

The fact that a brother is not considered a family member is just a fact. Getting a TRV was incredibly easy last year so may be much harder going forward. Traditionally it has been very hard to get a TRV when a close family member has recently claimed asylum. You have experienced a very abnormal time in Canadian immigration history.
I understand that it will be difficult. nevertheless, I still would like to hear the success stories for others. Some are saying that they got approved after submitting PR application with them by showing AOR and attached the strong home ties. Some are saying to apply after getting pre-arrival letters for everyone. I didn't understand why IRCC is difficult to issue TRV for those already applied for PR.

Canada does not prohibit people with a sponsorship application in progress from applying for a visitor visa. However, approval is difficult because the visa officer must be convinced you will return to your home country after your visit.
Immigration officers will assess “dual intent”, which means:
- You have a permanent immigration application in process (e.g., spousal sponsorship)
- But you are applying to visit temporarily (as a tourist)
To Improve Your Chances:
You should include documents that show:
- Your ties to your home country (job, property, children, financial obligations)
- A clear travel plan (dates, reason for visit, return ticket)
- A strong cover letter explaining:
- That you understand the rules of a visitor visa
- That you will leave Canada after your visit, even though your sponsorship is in progress
- That you're applying for temporary purposes only (family visit, event, vacation, etc.)
- If you are being sponsored as a spouse already living in Canada, you do not need a tourist visa—you can stay while awaiting a decision under the Inland sponsorship stream.
- If you're outside Canada, the visa officer may reject the TRV if they think you're likely to stay in Canada permanently once you arrive.
I’ve read several comments of people who got approved after applying with their AOR. I’m personally going to give it a trial. There’s no harm in trying bearing in mind it’s 50:50.
