Hi, it is indeed frustrating waiting for SE in this particular time. the pandemic left Canada with a huge backlog, reduced annual target and a nation wide negative momentum. Nothing is helpful.
According to
CIMM - Key Data Table, as of the end of October 2024, There were:
9461 persons in the inventory (self employed class) - both prospective and processing
36572 persons in the inventory (SUV class) - both prospective and processing
the target for 2024 was 5000 with 7000 being the cap for both self employed and SUV classes. and the actual number landed in 2024 for both programs were 8000, well over the high end of the target.
the target for 2025 is 2000 with 3000 being the cap for both. More than 1200 has landed during the first three months of the year, which means, even with the high end, there are less than 2000 places left to issue PPR this year. The analysis can go deeper, but it is enough for now to conclude that everything is in slow motion due to the significantly reduced quota.
As to the processing, ircc sent files to different offices in accordance with the residential address on the 0008 form. So, if you reside in Canada and US, your file is processed in Ottawa, if you reside in India, processed in New Deli, if China, in Hongkong, if England, in London Office. Every office will get different quota in consideration of the number of files in the local backlog and the prospective volume. So Hongkong and Warsar might get the most of the quota, followed by India and Ottawa. Historical data can be found in the opendata section of ircc website.
As far as I know, CIO has sent all AORs to the north American applicants to the end April 30,2024 - prospective inventory in North America were all cleared out. For HongKong region, AORs were sent to the applications made before March, 2023. For the processing, the Latest PAL I know from Ottawa office was issued in Feb this years to applicant from March 2022. the most current PALs in HongKong region, was issued to applications made in May 2022.
Within the last few weeks, it is believed that IRCC has been clearing older files from 2020 batch. That was the reason why average processing time increased to 53 in just one week. So I think files from 2021 will be moving globally, but Indian office has not been really diligent in processing self employed files. Only time will tell, my friend. everyone is in limbo here.
