Redeeming PR through PRTD document

Hi All,
My older brother recently applied for Canadian Supervisa as his son is a Canadian Citizen. After submitting the application, he received a message from CIC that he previously had Canadian PR (which was over 10 years ago and he did not fulfill the 3 year requirement at that time). They pointed out that:

"You have not received a negative PR determination (for not meeting your residency obligations) - You have not renounced your PR status; and - You are not a Canadian citizen. As a result, you are still deemed a PR of Canada"

Now they have given two options, 1 he can denounce his PR status by submitting an application to proceed with Supervisa application or 2 he can apply for a PRTD (Permanent Residence Travel Document) to come to Canada and redeem his PR. However, the visa officer will make ultimate decision whether he will be granted PR or not given his circumstances.

My questions are, what should be the right thing to do in this situation? What is the success rate of redeeming PR after all these years? Or should he renounce it and go for Supervisa?

What really good reasons does he have that he could not come to Canada? Does he intend to ever live in Canada? Assume that he isn’t if he applied for a supervisa. FYI - Covid is not a reason.

Sorry for not providing enough details earlier. My brother got his PR about 13 years ago and at that time he came with his son and wife. His family stayed here continuously but he did not. He visited Canada few times but had to go back as he had running business in his home country. Later his relationship with his wife was not working out and he stopped coming to Canada thus failing to meet the minimum residency requirement of 3 years. He never officially denounced his PR as he did not know of this. He got divorced few years later and never visited Canada in last 10 years. His son is a Canadian Citizen now so he wanted to reunite with him through Supervisa. After applying for Supervisa, he received the above message. Hope this helps. Please see the other comment I just posted for details. In short, his relationship with his wife was not working out and he had running business in his home country, thats why he did not meet the residency requirement. However, if there's a possibility to redeem his PR status now, he may go for it instead of Supervisa depending on the success rate

If he wants to try to keep his PR status, he will need to apply for the PRTD with H&C considerations and provide very strong evidence to show why he was unable to return to Canada to meet the residency requirement. Given how long he has been outside of Canada, it will be extremely difficult to get a PRTD approved. Good luck.
