To move or not to move? out of Quebec...

Hello,
I am in total confusion on how shall I tread the way to PR.
Let me explain in detail:

I am on WP ( ICT) in Montreal for the last two years. My work is fully remote, I have never ( not even once) been to client office in the last two years
I am here with wife ( on OWP ) and 2 kids ( grade 5, 7). Both kids study in English public schools.
Fact1 : Though my WP is closed and I can not change role/NOC code or employer, it states "Authorized to work at company and client sites across canada"
Event 1: School board has informed that kids can not study anymore in English school due to some new Québec bill.
Event 2 : Last week I have passed my french exam, so I expect an ITA in next french category draw.
Problem1: Due to event 1, I have to either move kids to private English schools ( not seems feasible due to cost involved) or they have to study in some other province.
Problem 2: after ITA, I have to show intention to settle outside Quebec.

Please I need advice on how can I tackle the two problems. I am proposing a few options, but you may also suggest other solutions.

Solution option 1: Move the wife and kids to Ottawa before next session, as she has an Open Work Permit and the kids have a study permit not tied to any school. I can stay in Montreal until I get my PR. They can come over or I can stay there intermittently as I work from home.

Solution option 1 B: Move my wife to Ottawa immediately, so that it will also support our case of setting outside Québec for PR purpose. and kids start school in Ottawa from Sep onwards. I stay in Montreal as in Option 1.

Solution option 2: All move to Ottawa in July, Right now we can start kids admission and house lease etc, which will support problem 2 ( intention to reside outside quebec). I assume that this will not have any issues for me due to fact 1 on my WP ( authorized to work at sites across canada).

Please guide me how can I solve the 2 problems. Thanks in advance.

If you have closed work permit, can you reside any other province in Canada.? If yes, then you should go.

When did you apply for PR? After completing 2 years or before that.?

I have a closed work permit, but it also says "Authorized to work at company and client sites across canada" so there is no location restriction; only employer and NOC codes are restricted i.e. can not be changed. I have not applied for PR yet, but I expect and invitation in the next French category draw.

If your company has its branch or have some other connections so that you need not have to change your noc code then you can also move along with your family

My Company has its principal office in Ontario, we are about to formally open an office in Montreal this month.
