Per the govt website. An immediate family member is someone defined as : Parent or step parent (yours, your spous's, or common law partner). She would fall under that category. Aswell, Aeromexico told me beforehand the mother would be exempt.

The mother had even today recieved an email reply saying she does not need a written authorization and is exempt from the travel restriction. This is in reply to the message she had to send after applying for the eta.
