Probable yes, until it expires. I got my COPR and applied for SIN online the same day. Jan 12 and got the new number on the mail on Feb 02

I got the COPR as a pdf file in an email from VO Ottawa. That pdf states that you need to send a copy of that letter with 1 photo following instructions to the address on the letter. The same file was later uploaded to my account as COPR, approx a week later of getting the email.
