No, it does not say thi line: "Your application was reviewed and we started processing on......."?... But in my opinion, what is important is the status its showing. If its IN PROCESS, it itself is a good news, unless it has some other generic meaning. Rest medicals received or such...

Check on the 3rd link under ecas status https://services3.cic.gc.ca/ecas/redir.do?redir=app_perm_wrkr&lang=en&app=ecas It clearly states that IN PROCESS status in ecas means all background * security checks are already been made by VO. This means CIC and VO were surely in touch to surprise us...
