I know how it feel my friend AOR was mid Jan, 2017 and got PPR before me, she is cec-inland. i was lucky enough to receive PPR only one day after her... but still, only two months processing compares with 5 months+1 month pnp processing CIC doesn't give any clue/hints or show logic on checking...
