Technically eCOPR act as PR card (though with some limitations) since the PR card is received. You can update your SiN, work and banking with eCOPR even though PR card is not on sight in the meantime.

When you receive golden email, you will be asked if you are in Canada or not along with other questions and you can mention that you are outland now. There will be further instructions to deal with it.

From what you have mentioned it portrays that you were asked for passport which you fail to do...

Sorry not OP but the you can show your in-laws ration card being added and also a copy of your parent's side your name taken out.... Hope this helps....

Oh goodness, what have he done.... What have bank of Philippines need to do with Canada???? Can't he read between lines it says fees for attendance. They will come up with this as excuse later...
