I recieved email from Warsaw office with a request to pay. Then I checked MyCIC, on the first page status was “application/ profile updated”, but nothing changed on the second. I should receive a Pre-arrival letter next

Hi and welcome here. Don't be upset. This not a question of luckiness:) Quebec doesn't delay your process, at least until Federals will process whole application in one month;)

There is no link between them. If you're outland, MR comes right after sponsorship approval from Federals. And CSQ - this is provincial document. Usually comes 25 days after you send your documents to MIDI (Ministère de l’Immigration). You can check duration on their site
