You can send the pr card through courier many people did that and it’s not illegal. You can also send the card with someone you know if they are going to India

As per the forum you will get it in 5 days if you have all correct documents. I applied in vfs Hyderabad and passport transferred to Bangalore. Got passport in ten days given that it took 5 days total in courier to and fro. Select option for picking up the passport from vfs office.
