If you foreign degree specifically mentions that the language of the program was in English it should be good Otherwise the safe bet would be to include your IELTS or take the CELPIP basic test to make sure that your application is not returned as incomplete

The PR card is not retained during test but during the oath. Renewing PR card should be a good thing to do just incase there are delays of any kind If you are travelling aboard then it better if you notify IRRC of you plans

Under no casual circumstances would I miss the test. I would reschedule my vacation and bear the cost of rescheduled vacation than to bear the uncertainty of test to be rescheduled.

When the application is received at Nova Scotia center, they check for the completeness of the application. Only when the application is complete then a file/case is created in the system for the applicant and the application is forwarded to the regional office for further processing...

It did not hurt me except for the fact that I could not plan any vacation or travel inside or outside Canada during this period. Also the was a fear of full blown RQ that some get after the CIT0520 Well now that I have DM, am a bit relaxed, wont be fully relaxed till I take the Oath :)
