Your brother is not your dependent even if he wanted to come to Canada 10 or 20 years later. You may want to find the definition of the DEPENDANT" on IRCC website.

I am sorry to hear that. I am surprised that they told you the application was returned. It's been already 2 weeks and no application was returned to your home. That's really strange. I would just start preparing a new forms now.

I worried the same thing the other day and have seen so many people not enclosing the OWP checklist and duplicate copies. They did receive an AOR without any issue. A colleague from here shared the below information the other day when I was concerned about the OWP checklist. Hope this helps...
