I too got COPR via email. How did you apply PR card? What documents do we need to send along with two photos?

you can always try, infact i have seen many people got the offer from outside of Canada. please try it. Make very good profile in LinkedIn and start sending messages to your network with good cover page which covers all your experience and expertise. you can also apply jobs in job protal indeed...

I think once it is approved, there will not be any discussion about your employer. Person can find another job. it is my opinion. its good to check with IRCC consultant.
