    Submitting for PCC via BLS has been a pain in the @$$. What a stupid process.

    This is what was in the email I received: You may submit the required documents either electronically or via e-mail. Please only submit via one method as duplicate copies are not necessary and will slow down processing of incoming documents.

    Didn't the email say not to do so specifically? it's either email or web form, doing both will delay the processing.
