It must have been returned for a different reason. you either didn't provide an explanation or didn't provide enough pieces of IDs. I applied with expired passports and mine is in process now, yes it's in delay but that's something to do with the DEAD Mississauga office NOT the expired...

Do you mean the interview and the Canadian citizenship test?, yes, those are after the IP stage.

If you check online using UCI number on the PR, surely you'll find the details about the 3rd one.

Such a period could rather be questioned in the interview, it shouldn't cause a return normally.

AOR is issued at Sydney Office only as well as IP status.

There's couple of cases who got returned applications.
