Hi Madhu, I called Canada high commission at new delhi on the number +91 (11) 4178-2000. But they will not provide any details of the application at phone, (in fact they won't even hear us and pass the call to the ivrs options). So it would be best to drop a mail to NDVO and keep trying on...

I was having the same issue. I got connected when I called using skype/hangout and at around 3.30 pm Canada time. It is mostly around that time that call flow is a bit less. I had to hold for 45 minutes and then could connect..
