You can apply for transcripts only after getting all the grades and provisional certificate / degree certificate is mandatory for eveluation. So it is implied that without grades, it is not possible to get provisional / degree certificate..

Bro, Understand the difference first. Standard mail will take its own time to deliver and doesn't have tracking option. But International courier has tracking options and will reach in a couple of days. This is the major difference and the option is up to you.
