parents are enough. infact i have submitted on behalf of my wife and my child. Just have a letter from your wife that she is not able to come and you are authorized to submit on behalf. i have submitted both surrender and OCI like that.

yes that should not be a problem. and yes your wife can submit on your and your kids behalf. only thing is she must keep your id proof with her.
