I got my RFV 24hours after Final Decision Update showed in GCKey, and Tracker was updated 2hours before RFV email, your golden email should be just around the corner. Btw Congratulations :)

Yes your understanding is pretty much spot on, however an addition is once BGC is in Progress it undergoes various checks including Criminality, Info Sharing and Security, parallel to eligibility requirements. Once R10 completeness check is completed you receive MEP/BIL from that point onwards...
