Exactly! There needs to be a MI before something as momentous as this purported change in procedure can come into effect. So, I'm taking this story with a pinch of salt.

If your friend "just" got an email, that means they're working pretty late / working during the weekends at the CIO office in Nova Scotia, because it's 04:25 in the morning there :) !!!

No, mate! I know people whose medicals were received MORE than three months ago, but their application status' have not been changed / PPRs have not been received yet. So, I hate to say this - don't just jump to conclusions!

CIC gets inundated with emails. A friend of mine sent them an email and got a reply nearly 40 days later!

I've been going through the spreadsheet on people who've received visas / PPRs and those that haven't. And I noticed that many of those who've had their cases processed so quickly seem to have sent their PCCs with the application itself. Could it be that the delays for the rest is due to PCCs...
